By giving financial support to projects to help the regions and their inhabitants, European regional policy aims to enable them to play a major role in economic development and competitiveness.
The ERDF (European Regional Development Fund) had 3 objectives for the 2007-2013 period: “convergence”, “regional competitiveness and employment” and “European territorial cooperation”. Strategy: Operational Programme 2007-2013
Like every Belgian region, the Brussels-Capital Region has developed its own strategy, suited to its own socio-economic characteristics. This strategy falls within the scope of the National Reform Programme, the Brussels contribution to the National Strategic Reference Framework (NSRF) and the Regional Plan for Innovation.
The Region has defined its objectives in an operational programme called “Objective 2013: Investing in urban development together!”
This programme represents a budget of 115 million euros, co-financed by the European Union and the Region. Produced with the assistance of various experts and regional partners, the programme was approved by the Government on 22 March 2007 (at a second reading) and then by the European Commission on 27 November 2007.
2007-2013 Projects supported
Following two calls for projects issued by the Government in 2007 and 2008, 34 projects were selected. Together with the actions undertaken by the Government over the last ten years, these projects are helping to strengthen the economy, training and employment in the Priority Intervention Zone (PIZ) and increase its attractiveness.
Stakholders
The programme’s Managing Authority has produced a handbook for project sponsors in order to provide them with the best possible information. This contains all kinds of information, but specifically mentions all the project sponsor’s rights and duties, such as their obligations with regard to information and publicity, the various reports (progress reports, activity reports, indicators, annual accounts …) that they have to submit, etc.
Guidance notes on more specific subjects have also been created regarding public procurement contracts and receipts. It should however be noted that the handbook and guidance notes do not under any circumstances replace the applicable documents and regulations in the different areas concerned. Finally, in the glossary of indicators, the Managing Authority has defined the statistical indicators that will be used for the objective evaluation of the projects.
